The honest picture: at current local rates, gas heating costs less per unit of heat than a heat pump, and there is no program on this page to close the difference. What the heat pump earns its keep on here is efficient cooling and room-by-room comfort. Many homeowners pair one with the existing furnace (dual fuel) rather than replacing it.

Which system fits San Diego homes

San Diego is the hardest city on this site to write an honest heat pump page about, because the usual argument does not work here. We are going to give you the inconvenient version first and then explain what is actually worth paying for.

A heat pump here is not a heating-bill play

Almost everywhere else, the pitch is that a heat pump will cut what you spend on heat. Run the numbers on San Diego’s two rates and that argument falls apart. Residential electricity from San Diego Gas & Electric works out around $0.4625 per kWh; residential gas in California runs about $2.16 per therm. Using the reference efficiencies this site applies everywhere (a heat pump at COP 3.0, a furnace at 95% AFUE), heat from the heat pump costs roughly $45 per million BTU, and heat from the gas furnace roughly $23. Gas delivers heat here for about half the price.

There is also barely any heating bill to attack. San Diego records under 1,000 heating degree days a year, and its winter design temperature is 44°F. That is above freezing, which is unusual enough that it changes the equipment conversation entirely. There is no defrost cycle to engineer around and no cold-climate capacity premium worth arguing about. If someone tells you a mini-split will slash your winter costs in this city, they have not looked at your rates.

What is actually worth paying for

Three things, and none of them is winter. The first is cooling a house that has never had it. Cooling degree days here (893) nearly match heating degree days (990), and a great many San Diego homes were built with no cooling at all. The second is room-by-room control, which matters more in a house where one hallway wall furnace has been the entire heating system. The third is getting rid of that wall furnace. The typical local job is an addition rather than a swap: the house gains cooling it never had and a modern heat source in the same visit, which is a different scope of work from a furnace replacement and worth pricing as one when you discuss mini-split installation.

If efficiency is what you care about, the season to obsess over is the cooling season, not the heating one. On 46-cent electricity, what the system does in August is where the money is.

September, not July, is the month to plan around

The marine layer flattens late spring here, with average highs moving less than three degrees between April and June, and the real peak lands in August and September, which sit within a tenth of a degree of each other. Homeowners who book a summer install are usually preparing for the wrong month. Plan for late summer into autumn.

The coastal strip adds a second consideration that has nothing to do with capacity: salt air. Near the water, coil coating, fastener grade and mounting hardware are a corrosion question long before they are a performance one, and it is worth asking specifically how the outdoor unit is specified and where it will sit. It is also worth building into a maintenance routine rather than discovering it at year five.

Many houses here have nowhere to put a duct

The largest single build decade in the city is the 1970s, sitting on a substantial 1950s and 1960s tract layer. Coastal Southern California built that stock on a mild-climate assumption: stucco over wood frame, slab-on-grade, low-pitch roofs, frequently no usable attic and no crawlspace. In a lot of these homes there is simply nowhere to run a duct even if someone wanted to, which is the entire structural argument for going ductless. The practical consequence is that the line set usually runs on the outside of the building, so where it lands and how it is covered is a real design conversation rather than an afterthought.

One local number is worth sitting with: per the Census Bureau’s American Community Survey, about 5.8% of occupied homes in San Diego report using no heating fuel at all, against roughly 1% nationally. That is not a rounding error. It is a real slice of this city living without a heating system, and it explains why so many jobs here are additions.

There is no rebate to wait for right now

We checked every programme that could apply to a San Diego home and confirmed each one at the administering agency’s own page. As things stand, there is nothing we can honestly tell you is available. California’s HEEHRA single-family rebates were fully reserved statewide in February 2026. California Energy-Smart Homes reported its 2026 funding fully subscribed in April 2026, and in any case it pays only for whole-building electrification, so a mini-split on its own would never have earned it. TECH Clean California reported its single-family heat pump incentives nearly reserved. The federal 25C credit expired at the end of 2025.

Any page still advertising a $2,000 federal credit for this year is out of date. We would rather tell you the stack is empty than have you plan a budget around money that is not there. If a programme reopens, it will appear on this page with its source and the date we checked it.

The permit is simpler here, and a repair may not need one

Inside the city limits, the City of San Diego Development Services Department issues these permits, not the county. A mini-split goes on what the department calls a Simple MEP Permit, and “Mini-Split System (Condenser Unit or Heat Pump and Air Handler)” is named explicitly on its own permit list. For single-dwelling units, duplexes and townhouses it is issued without plan review, and it already covers the circuit-breaker work for breakers between 15 and 400 amps, so unlike some cities, you are not usually looking at a second, separate electrical permit.

One distinction the department draws is genuinely useful if you are undecided: repairs alone need no permit at all. Only replacement or new installation does. If your existing system has failed and you are weighing fixing it against replacing it, that is a real difference in process, and mini-split repair is worth pricing before you commit to a replacement.

  1. Number of zones

    The single biggest cost lever. Each indoor unit adds equipment and labor, so a one-room mini split and a whole-home multi-zone system are very different projects.

  2. Line-set runs and unit placement

    Long refrigerant line runs, difficult outdoor unit placement, or wall types that complicate mounting all add labor. This is why two similar homes can get different quotes.

  3. Permits and inspection

    Mechanical (and often electrical) permits apply here, and the contractor should pull them. Treat a contractor who suggests skipping the permit as a red flag, not a discount.

  4. Local licensed labor rates

    Licensed HVAC labor is priced by the local market, not a national average. Comparing two or three local quotes tells you more than any online price chart.
