Most heat pump advice written for Seattle is really advice written for somewhere else. This page starts instead from what is actually true at a Seattle address: the fuel already in the walls, the rebate that cannot reach you, and the permit category that catches homeowners and contractors out.
Seattle’s heat pump question is not about gas
In most of the country the ductless pitch is a fuel-switching pitch: get off gas, get onto a heat pump. Seattle reverses it. Electricity is already the dominant heating fuel here: 63.7% of homes, against 32.0% on gas, per the Census Bureau’s American Community Survey. Most of that electric-heated housing predates the heat pump becoming a mainstream residential option, which means a large share of it is very likely still running electric-resistance heat: baseboards, wall units, ceiling cable. Resistance heat converts electricity to warmth one-for-one, and there is no version of it that gets cheaper over time.
So the honest argument in this city is a running-cost argument, not a fuel-switching one. A heat pump moves heat rather than generating it, so the same kilowatt-hour does considerably more work. At Seattle City Light’s flat residential rate of $0.1338 per kWh, effective 1 April 2026, the comparison is electricity against electricity. That is simpler than the gas-versus-electric arithmetic other cities have to do, and it is a comparison where the system already in the house is the expensive option rather than the default one. If your home runs on baseboards, ductless mini-split installation is the conversation worth having.
The rebate almost every article quotes does not reach your address
Search for a Seattle heat pump rebate and Puget Sound Energy’s conversion rebate sits near the top of nearly every roundup. It is a real programme with real money behind it, but it is restricted to PSE’s own residential electric customers, and PSE does not sell electricity anywhere inside Seattle city limits. Seattle City Light is the sole electric utility here; PSE’s relationship with this city is gas only. A Seattle homeowner budgeting around that rebate is budgeting around something they were never eligible for in the first place.
The one utility rebate that does apply inside Seattle is City Light’s Clean Heat Program, and its scope is narrow: $2,000 for a conversion from oil heat, with a further $4,000 available to moderate-income households between 81% and 150% of area median income through 30 September 2026. Oil accounts for about 1.9% of this city’s heating fuel. For the other 98% of Seattle homes the honest answer is that there is currently no utility rebate on the table, which is worth knowing before you plan a budget around one.
Damp cold is not the same as cold
Seattle’s 24°F winter design temperature reads mild next to a continental climate, and it undersells the operating reality. This city spends most of its heating season sitting in the 32–40°F band, which is precisely where an outdoor coil frosts fastest, because the air is near freezing and carrying a marine layer’s worth of moisture at the same time. The practical result is more defrost cycles per season than a colder but drier city at a similar design temperature would produce. It also makes condensate and defrost drainage at the base of the outdoor unit a genuine siting question here rather than an afterthought, and something worth checking during seasonal maintenance.
There is no sharp winter peak to design around, either. December and January average lows sit near 37°F, barely below November and February. Seattle’s heating load is a long plateau rather than a spike, which tends to reward equipment sized for sustained moderate output over equipment sized for one worst night of the year.
Most ductless jobs here start in a building, not a driveway
58.5% of Seattle’s housing units sit in a building of two or more units, and 28.1% are in a building of fifty units or more. National installation content almost always assumes a detached house with a yard to set a condenser in. A substantial share of Seattle work begins instead with building-management or HOA sign-off on exterior condenser placement, shared-facade limits on where a line set can run, and (further up that 28.1%) no ground-level pad at all, so mounting becomes a design decision before it is an installation one. If you are in a condo, treat the approval process as part of the timeline rather than a formality at the end of it.
Seattle files this permit differently
This is the detail most likely to catch you out. A ductless mini-split is not filed under Seattle’s general mechanical permit. It goes through the Seattle Department of Construction and Inspections as a refrigeration permit under SMC 22.900D.100 (a distinct category with its own fee table), and the city’s fee schedule lists a separate refrigeration-contractor licence class that a general HVAC or mechanical contractor does not automatically hold. A ducted, whole-house heat pump is billed as ordinary mechanical equipment instead, so the two systems a homeowner might search for interchangeably are not filed, licensed or priced the same way in this city.
The branch-circuit electrical work is always a second, separate permit. Between the two, a typical single- or two-zone residential job runs roughly $120 to $300 in permit fees, calculated from the city’s current fee ordinance rather than estimated. Ask whoever you call whether they hold Seattle’s refrigeration-contractor licence. It is a fair question, and the answer decides whether they can pull your permit at all.
